分布式能源规模化发展前景及关键问题
Outlook and Critical Issues of Large-Scale Development on Distributed Energy Resources
从分布式能源发展的历程出发,分析了国内外分布式能源发展现状以及我国分布式能源发展的新机遇和新趋势,重点研究了我国分布式电源发展潜力及典型应用场景,分布式电源电网承载力,分布式发电参与电力市场模式。得出研究结论:分布式能源是现代能源系统不可或缺的重要组成部分;我国分布式新能源资源可开发潜力约为54×108 kW,2030年技术可开发潜力约20×108 kW,经济可开发潜力约5×108~8×108 kW;分布式电源作为非公用电源,其开发建设时序布局需要电网承载力;分布式电源的规模化发展需要考虑电网承载能力,以电网承载能力为基础优化开发规模和布局。最后,提出我国分布式发电参与电力市场2种模式。
Starting from the review of past development of distributed energy resources (DER), this paper investigates the current situation and also future trend of DER development. The primary focuses of this paper include: 1) the potential and typical applications of DER in China; 2) the grid's hosting capacity for DER; 3) the methods for distributed generation (DG) to participate in electric power market. In this paper, we conclude that the DER is an essential and critical part of modern energy system. With our estimation, China has a potential capacity of 5 400 GW renewable DER for future development. By 2030, 2 000 GW of the DER capacity will be technically available and 500~800 GW of the DER capacity will be economically available, respectively for development. However, for the DER, which are usually non-utility-owned energy resources, their chronological deployment requires corresponding sufficient hosting capacity from grid. Therefore, we have to optimize the scale and deployment of the DER's development by considering the hosting capacity. In addition, we propose two methods for DG to participate in the electric power market.
