At present, China's wind power industry is developing rapidly and has become the largest wind power industry development base in the world. However, the pre-development of wind power projects is facing multiple constraints such as policy change, subsidy recession, land restriction and so on. The serious problems such as long approval cycle, slow construction of project infrastructure, low yield and rapid policy change are becoming increasingly prominent. In order to solve the ‘bottleneck problem’ in the development of wind power projects in the early stage, this paper thoroughly analyses the various difficult factors in the development and construction of wind power projects in the early stage. Through thorough investigation and approval of the various boundary conditions in the process, real-time policy research and scientific site selection demonstration are strengthened to promote the parallel advancement of various pre-project thematic elements. This paper implements the perspective of the development status of wind power projects in the early stage, analyzes the severe situation of development and construction, clarifies the role and significance of fine development, and helps to promote the high quality of pre-project.
